YES. THIS IS THE WARDEN, from a really really gore-y, psychedelic/mindfuck-y awesome as shit show called Superjail! The Warden is basically just a giant man-child.... and he runs a prison. It's pretty great. He's coming from the end of the second season, right before the episode ends.
