bothersome meddlesome permissions things

Kind of like Maka's Soul Perception (which if you've missed the permissions post for that, it's right here and it'd be super duper helpful if you haven't already to fill it out) Botan has abilities related to telepathy or--as Devit would call it--GETTING INTO YOUR HEEEEEEEEAD.

So I have a permissions post for that here. Botan is not as paranoid as Maka, however, so it's entirely optional.
